Full Spectrum 2 Release Candidate 1 released

I'm happy to announce that the first Release Candidate of Full Spectrum 2 Series has been made available to the EC mod team as well as a couple others for review. If no errors or other issues are found, the final version will be released to the general public tomorrow at about this time.

I apologize for the delays.
