The Russian constitution doesn't mean anything. There is no rule of law there, it is not a constitutional republic. Russia is a corrupt mafia state led by Putin and his cronies. Putin dictates what is constitutional and what is not.

By constitutional law, there are to be democratic elections, and they don't happen either. You're either with Putin, the Orthodox Church, and the businesses that support them, or you're an enemy to the state. It's no better than it was under the Imperial Regime.

As Joaquin Balaguer said (a corrupt president some years ago at my country)

"Constitution is just a piece of paper"
