The only way rain could avert fire is if there weren't droughts. But amidst droughts, rain isn't helpful since the downpours only put up exiguous inches of rain, not nearly enough to prevent the trees from succumbing to diseases, thus the trees become more liable to burning, and since rain is often accompanied by lightning, that diminishes its role even more.
