If I had to guess I'd say because the studies ask for experiences of gender dysphoria and people go for people who are full-on transsexual.

If everyone who experienced some level of gender dysphoria went through a full transition people probably wouldn't think it was quite so unheard of, but since they don't you have little to now way of knowing for a lot of people.

Not everyone who is transgender wants to be fully transsexual.

But the number of people under the "transgender" umbrella must be much higher than is estimated.

I think the reason people think it's rare is that we don't talk much about it as a society.

There are a lot of people more afraid to come out as non gender binary (such as myself) then there are afraid to come out with their sexuality

It's not proportionately represented anywhere; conversation, TV, popular novels etc.

I've noticed that most people don't even know what gender dysphoria is. It's often too hushed up and shamed for serious conversation to happen about it. And that brings up another problem; people who have gone through it might deny that they have out of shame, or perhaps suppress it to a point where they don't even acknowledge it to themselves, let alone on a survey.

Also given the scarily large numbers of homeless trans people, a survey isn't likely to reach a lot of people who have gone through gender dysphoria.
