My Laptop unfortunately is not fast enough to make Music Videos, But I suppose I could make songs on it. So does anyone know any good free programs where I can record music?

This should go to the technology subforum.
And that question is pretty vague...
What kind of music are we talking about here?

All right, but that's not what I meant...
What format do you want to use? MIDI? WAV? MP3?
What kind of software? Editing? Recording? Synthesizer?

I'd say a Synthesizer. And what are these formats?

If you're wanting to make music, you should probably start by doing research into the technology behind it, especially if you don't know what the common music formats are.

    Think I'll go with MIDI.

If you go with MIDI, you'll need a MIDI controller, usually a keyboard. And no, not the typing kind. Although I've heard of ones where you could just use your keyboard.

As for programs, it really depends on your system. I'm guessing you don't have a mac, so Audition is out of the question. But I think Audacity might be able to use MIDI.

The program most of the professional users use is Ableton, and some use Pro Tools. Those are if you want to spend a small fortune :\

Not to mention hours and hours of figuring out how the hell everything works...Pro Tools is especially taxing if you haven't done any editing work before...
