Look I never considered myself either being Male or female. But I identify more with femininity than masculinity.
If you don't consider yourself either you could be gender neutral, or fluid if you identify more often with femininity than masculinity (I'm assuming that you occasionally identify as masculine too). Or you could be trans. I know virtually nothing about gender issues but transgender isn't the only alternative gender option you have as to what you might be, but I can't really say especially considering what little you've said in your post.
I would say that you're genderfluid. There's this guy in my LGBT who says that he feels more feminine on certain days, therefore you have to call him "Lila", but on days when he feels more masculine and less feminine, then you have to call him Lawrence. So, it depends. When you take surveys, fill out job applications, take tests, your driver's license, what do you have down as your gender? To some extent, you must identify as male, right?

It has its cons and pros. Sometime I feel lucky and other days I feel uncomfortable of being one. But overall I feel like I'm a male by omission
Maybe gender fluid is the right definition because I wouldnt want to change my physical appearance that much. I like having a soft skin, high voice but I don't think I'm ready to take hormones or have a surgery But the term gender fluid is also confusing so..

I don't think so... You don't have any discomfort with your body. You're lucky! I think people like you are called "gender-nonconforming."
Do you mean the hair on your head, or body hair? If it's the hair on your head, you might want to invest in a wig or something. If it's body hair, then shaving could be the solution for you.
