So Martin Luther King started the ball rolling for Civil Rights(a personal hero of mine), along with the abhorrent murder of Emmet Till, see link here Emmett Till - Wikipedia, the free encyclopedia but this was in America. I'm sure the British were pretty racist 50 years ago, so did the criminilization of racism have something to do with Martin Luther King, or was it something else.
