    That setting is an anti-spam device. Otherwise, you'd have spambots registering, and then being able to spam up the wall messaging system before their pointless shit is spotted and removed. By the time they've managed to obtain 10 posts, chances are they'll have been spotted, reported and banned. Hence the policy.
