    It's not an emergency.
    It's a weekday.
You don't know their personal schedule (including when they wake up).

Also what about calling someone on the weekend?

Personally, I wouldn't call anyone before 9am. Unless they are close family, then it doesn't really matter what time it is.

I probably wouldn't be awake before 11 to call someone, so 11 it is! XD

On a weekday I'd say 8:30 is reasonable. Most people should be up and they might be commuting or be a bit busy but that's the very earliest I'd suggest. If you want to be really safe then I'd push it up to 9:30.

Weekends I'd say 10 or later would be okay.

I wouldn't call someone earlier than 9am, although I voted afternoon. If you're just calling to chat and it's not about something time sensitive, I would wait until then. You don't have to worry about waking them up, interrupting breakfast, or as much about calling them during their commute.

Need more info. Do they work? What time? What is the nature of the call?

Assume that you only knew the purpose of the call, and the purpose of the call was not something urgent.

Lets just say you don't even know them personally, but you need to call them for some reason. Perhaps your working at an auto repair shop, and you want to let them know that their vehicle is ready to be picked up. perhaps you work in retail, and you want to let them know that the item they ordered to have picked up at the store has arrived. Perhaps you work in the healthcare industry, and want to contact them about their test results.

At least 11:00 AM. They'd think I'd gone crazy, if I called before then.

Don't call me until after noon. I wouldn't even turn my phone on until then. I'm not talking to anybody when I'm not fully awake.

I picked 9:00am as the time in which I think it's considered the earliest, polite time to make a phone call, but honestly I would probably wait until 11.

I say anytime past noon is fine I don't like people that call super early in the morning unless it's really important I won't answer plus I put my phone on do not disturb so I'm not going to hear it anyways

Is it the person on your mind that you are calling to tell him he was in your dream? Since he goes to school at 7, we call each other before 7to talk...

I'm talking about situations in which you do not know their personal schedule, and may not even know them personally (employees have to call people they don't personally know all the time). From the OP:

If you know that they're OK with you calling at 7am, then it's fine to call them then. Otherwise, a lot of people may not like getting called at that time (myself included), but may need to keep their phone on because they're on call 24/7.
