I don't know websites by head, honestly. However, are you restricted to palettes with a limited amount of colours? Or not? =] Often with sprites (especially in the earlier games), there were colour limitations. =]
This is something I haven't done in a few years but I'd certainly like to pick up again... Personally, I like vivid colors and stylization when it comes to pixel art. Make your characters stand out despite their small pixel count. Two fairly good examples of how I like to see this style would be; Spoiler Digimon World DS Final Fantasy Tactics: Advance You might notice characters tend to have a similar stylization going on, and don't blend in too much with the background. With "retro" style games I feel this works rather nicely. Both of these games in particular have character sprites in the overworld angled by default, helping with the illusion of depth in a 2d pixelated world. As far as animating them goes, you'll want enough frames to be smooth, but not so many that it looks robotic. That may be a bit confusing at first.
