Basically: Because the senators in Albany cannot settle on the budget for the coming year they have been doing weekly extensions since February/May. Finally two dissident Democrats (Democrats hold a majority in the NY State Senate [which is not normal due to the conservative politics of the northern part of the state]) threaten to not vote to extend the budget because of Governor Paterson not cutting certain areas in the budget to meet the deficit.

This means that if they do not extend the budget another week...New York government related offices, services, etc would shut down. That would mean no police, no firemen, possibly even affecting public transportation and public services not provided by the national government. New York would essentially shut down.

    This is not good.
