Just take it as silly teenage male behaviour and ignore it. He's most likely doing to creep you out or doing it to make his friends laugh.
I would stay away from this guy. It sounds like he doesn't have any sense of propriety and would not think twice about making you miserable just for fun.
If you're not actually attracted to him then there's no point in approaching him; talking about your own penis size generally isn't normal behaviour anyway.
It doesn't matter who you are, doing what he is doing is down right creepy :eusa_snoo... I'm pretty much siding with everyone else on this one: stay away.
