In some parts of Africa and the middle east and Jamaica it is illegal for two men to have sex and they can be jailed for up to 10 years, but two women having sex is legal

Either it's due to men being the supposed dominant sex or a case of double standards in which the entire population somehow get off enjoying female same sex relationships, but not men.

    Who knows.

There is a common belief that lesbian sex is not real sex, because it involves no penetration.

And part of it was that up until relatively recent times (XVIII century, I believe...) no one quite understood how mammal reproduction really works: The idea was that a baby grows entirely from male "seed" in a fertile environment created in a womb. Then (after a ton of jokes about people laying eggs, just like chickens...) the deeper implications struck, - women could "waste seed" in a non-reproductive sex too (after a fashion) but cultural norms didn't really reflect that. (E.g. Bible mentions lesbians exactly once and more as an aside, in one of Paul's epistles, compared to numerous strongly worded prohibitions against various forms of "seed-wasting" in both Old and New testament.)

It's essentially this. Besides, if women were caught doing such a thing in some of those countries they'd be beaten and tried anyhow.

Cause there is more stigma attributed to being male and gay then there is being female and gay. This, in turn, is because we live in a male dominated society so things they don't like are vilified the most by society. Most men are fine with females getting it on together ("maybe they will let me join in herpderp").

During certain parts of history, sodomy was a felony punishable by imprisonment. It was aimed mainly at men because of the aspect of anal penetration, which is not possible between lesbians.

Another important factor is that places like Africa and Jamaica put lots of emphasis on masculinity. If you do some research and read about their history, beliefs, and sexual habits, you'll see that it's all about patriarchy and hyper-masculinity. Certain places in Africa even practice polygamy where more wives for men equates to more wealth. They're strict in their conventions of the male-female dynamic. Two men together is seen as unnatural and contradicts masculinity.
