Probably not, unless you have a close relationship with her (which doesn't seem likely). I'd recommend a nice facebook message. It gets the point across but would lose the awkwardness of a face to face encounter with someone you barely know.

Only do it if you're doing so out of the goodness of your heart. If you intend for it to be a "look at me, I'm better than you" kind of thing, then don't, because you are better than that. If you're
genuinely concerned about her, then by all means do! It won't matter if she remembers you. All that matters is that you're there to support her through a hard time.

I don't really know what you would gain by doing so.

    Honestly, its up to you.
You can say "i'm so sorry about what's happening right now" and just start a conversation from there. you can say "i'm sorry, you don't know me well but i just wanted to come by to hello and sorry about what you have been going through"

i would go because you might gain a friendship from it even if she bullied you
there were many people would bullied me but if they were dying or had cancer...i would still go see them. That's me though

It can be as simple and quick as, "I heard you weren't doing well and wanted to come by and check in on you." It doesn't have to be beautiful or elaborate.
