I can out to some people as bi because that's what I felt at the time. However, now I don't feel as bi and I feel mostly gay. I've came out to some people as gay as well.

How do I come out to people if even I can't settle on which label fits me the best? I've been thinking to tell people that I like guys and just leaving it at that.

If you feel like you must label yourself, just tell them that you are gay, because if you tell them that you are "mostly gay", they are going to assume you are gay anyway. You don't really have to label yourself if you don't want to, but if you are not sure about your sexuality and want to pin it down, you will need to do some gay dating and see how well it suits you. If it doesn't feel right, then try dating a girl and see if that feels more natural to you.
