It's more when the UN decides to adapt something, it's usually required for all UN nations to do such.

I'm wondering if they will, or if Russia will leave the UN.

Great news - hopefully they actually point a big accusing finger at countries that are doing a bad job though. Just saying 'LGBT rights are important' isn't going to do anything in countries that need it the most: they need to single them out and draw attention to them.

I want to echo and support what you wrote.

What they are doing is great and should be applauded. However, it needs to be backed up by real action. This means there needs to be a solid group of nations willing to single out bad actors, and seek to find ways to hold them accountable.

For example, the issue isn't just with Russia. As bad as things are there - it's still WORSE in other places. Yes, it is actually WORSE in other places. Just as an example, Iran and Saudi Arabia have been known to put people to death for being gay. And certainly if you're picked up by law enforcement under the assumption that you're gay, you're likely to face abuse and torture. This on top of everything we see going on in Russia right now.

In Iraq, as another example, there have been instances of people being kidnapped and executed, then the police turning a blind eye after they find out why it happened.

And of course most everyone knows about what is going on all across Africa.

This type of effort will likely work best in some Asian countries such as China, where LGBT people face serious problems, but those problems are more along what we saw in the 80's and early 90's in the United States and Canada. So a campaign like this could make a real impact in a place like China.

This is less true in a place like Uganda or Russia. These are situations where the government itself is actively attempting to attack or is actively attacking its own people. The best way to deal with them is aggressive and forceful push back against those in power. If they're not feeling some heat, then something is wrong, and things are not working.
