    You can talk all day about the intent of the law, but in the end, the courts usually based on the text of the law.

    The Hawaii Constitution simply states, "The Legislature shall have the power to reserve marriage to opposite-sex couples," with the thought process in 1998 being that the Legislature never would do so voluntarily. But they left the door open for it to happen, and so it's happening now.
