The main reasons are that people believe they can trust 'tests' before they may be accurate, or that a 'cure' exists in terms of drugs, and that today, not as many people have actually seen a person die of AIDS, making it seem a more distant fear, although this has also been a subject of dispute.
Moral of the story: use protection. HIV cases among gay men are rising at an average of 8% a year. Stay safe in the bedroom, folks.
That's one qualm I have when it comes to "my" generation: you get a lot of guys who didn't live through the horrors of AIDs in the 80s, and see protection and safe sex as a hassle, but at the same time wish science would "hurry up" and find a cure. Why? To be irresponsible without fear of consequences. It's the same story with overweight people who wish for a quick, one-stop solution, like a pill or surgery, to fix their problem forever, while they sit back and watch results.

That percentage seems rather high. I mean, I don't know a single gay guy who has unprotected sex, even with someone they've been with for years.
