I like the approach they're taking. Most of them are no-brainers anyway, but one small question: How would you know if someone *is* transgender? Would you know by then when those steps apply, or do those steps apply once the officer stops the individual? Because then, simply asking "Are you transgender?" Could really offend someone, while it's a legitimate question. Most biological guys still take offense to anything that may point them out to be the least bit feminine. I'm not entirely sure about women, but my guess is that somebody could be really offended by "not looking pretty enough" so she thinks the officer thinks she's a guy when they ask that question.
