I don't even know what the first part of that quote means, but I'm sure he thought it sounded clever. Yes, the court is upholding the Constitution by striking down unconstitutional laws. That is the Judicial branch's job. I don't see anything in the these court decisions that change the Constitution. What was changed, Rick? Nothing but lies as usual from the pro-discrimination folks.
