It would appear the mayor has attempted to have the last laugh - Town Mayor Blocks Fired Lesbian Police Chief From Getting Her Job Back - And he's been particularly dastardly about making it difficult to get the new guy out -

Freddie Davis named new police chief of Latta - WMBFNews.com, Myrtle Beach/Florence SC, Weather

Chances are he's not going to be in the job long, but I could see him wanting a few quid for his trouble.

EDIT: And I think Bullard knew he had no chance of being re-elected outside of election fraud, so I think he's going to be as petulant as possible for the rest of his term.
