    It is a shame that we can't get congress out of their deadlock to apply ideas like that at a national level.

    A Federal Worker is an employee of the Federal Government. (the main national government in the United States, contrasting with the tribal government, which doesn't have as much power in general, but on certain lands across the country (Indian reservations), or for Native Americans in general, is actually the primary governments that makes the rules.)

    Other levels of government are States, Counties (called parishes in some states), and at the most local level, Cities and Townships.
