The problem with the notion of altering ones appearance in order to receive a deceptive drivers license is that there is no logical gain from doing so. If anything, it would be a hindrance for those who don't normally present themselves as they had because they would have to consistently maintain the same features. Arguably the difference could be used to trick physical identification in the national database, but the same could be done with changing ones features after being entered into the database. This is pure ignorance.

Why not just use fingerprints for those things? And why would police need to know if they are dealing with male or female?

Well I'm pretty sure a male police officer can't legally search a female for weapons or something like that.

Makeup is not solely for females. Anyone can wear it, male or female; albeit typically female. Also, police officers would be looking at the actual eyes...the presence of eye shadow or liner or whatever they made him remove would not be a hindrance during identification. Makeup does not alter ones appearance beyond recognition.

South Carolina seems to be one of the states that leads the pack in terms of the worst places for LGBT rights/issues...

Under U.S. law, they can. I do believe that women have a right to require thorough searches (Cavity search, strip search, etc) to be done by female officers, but not routine pat-downs.

You're probably right. I knew it was something similar to that as I was talking to a state trooper last week and he mentioned something of that nature
