    More like oldschool Soviet Ministry of Culture mandarins and their trained reviewers, finding "capitalist propaganda" and worse in stuff they didn't like or understand and "elements of Socialist Realism" or at least some virtue in everything they wanted to disseminate. This in itself may be quite normal, everyone does that to a certain extent, but coupled with the power they had results often were tragic and ridiculous...
