    I'm waiting for people who will go from saying "if he had a gun to protect himself this wouldn't happen" to "he shouldn't have been carrying a gun then".

    This shit is so fucked up, and I think those assholes even handcuffed his four year old kid. Who does that?

    I know they don't exactly firmly check one's mental capacity before giving them firearms in the US, but aren't cops supposed to pass some sort of test to make sure they're sane?

    Yes, actually many tests as well as a boot camp of sorts. I don't think this is a case of sanity rather their jobs are extremely stressful and they crack.
