What does illegally appropriating the streets of Mexico City mean, exactly?

There is a huge wall over there, and they have appropriated the street without paying taxes.I know the building is American territory but the rest of the street is MEXICAN. So much for the people who are so obsessed about "following the rules". Some people tried to take it off but they were arrested. They did the same to the Canadian, German and Spanish embassies, and all of these complied with the law of the land... why is the American embassy different? Isn't it ironic?
