    he actually is partially doing what is required of him. it is congress that has to repeal it. as president, you have to defend the laws of the land.

    what he needs to do is be more aggressive in calling for repeal, and trying to get congress people together.

    in part, it seems that he is trying to stay enough out of the fray as to not step on the military's toes.

    Even though democrats are stronger on military welfare matters by voting record (republicans are only stronger in this matter in rhetoric, not action), I think the democrats are dragging their feet too much because of the coming elections, which is sad.
