Two words -- sexual orientation -- are still holding up state approval of regulation changes sought by three professional counseling groups.

More than a year after the Nebraska Catholic Conference objected to ethics clauses that prohibit professionals from discriminating against clients based on "sexual orientation," three state licensing boards are still embroiled in the regulation controversy.

One refuses to compromise, one appears headed toward accepting compromise language and one is still discussing the issue.

Whether the state licensing boards will have to compromise if they want to get the rest of their rule changes approved is unclear.

"It is impossible, quite bluntly, for these regulations to move forward without a compromise," said Susan Meyerle, a Mental Health Practice Board member who has attended many compromise language meetings.

Dr. Joann Schaefer, the state of Nebraska's chief medical officer, isn't saying whether compromise is absolutely necessary if a board wants executive branch approval of regulation modifications...

the catholic confrence as a religious arm of a religious orginzation, has no constitutional authority or right to force any goverment body to do anything.
