    So basically....yeah I don't get it. Supreme Court says they can be disclosed yet a lower court can change their minds and not allow them to be disclosed....well that's completely f**ked..

    The second link I provided it explains it pretty well. What the court ruled was that laws mandating the disclosure of the names of people who signed petitions aren’t always unconstitutional but they might be in certain narrow circumstances, so the group can now ask the lower court if this is such a circumstance.
