He was implacably opposed to Labour’s moves in the late 1990s to repeal the contentious Section 28 of the Local Government Act, which banned the promotion of homosexuality in schools. He was accused of taking the Conservatives “lurching” to the Right. More recently, under David Cameron, he has been forced to fend off fresh accusations of “homophobia” after overseeing a new alliance with European political parties holding traditionalist views on homosexual rights issues.

But his political career has been defined by a complex balancing act on the question of homosexuality. In 1994, Mr Hague, then a rising star in the Conservative government, was one of only 16 Tories who backed moves to lower the age of consent for homosexuals to 16 from 21. The attempt was defeated, although MPs did vote to lower the age to 18.
