even if it helps open a path to citizenship for people who serve in the american military (don't we already have this? I swear that rick riscola was able to become a american citizen after being transfered from the british military to the american one to help during a time of war, and proving his loyalty to america before saving countless innocent lives on 9/11), it seems a seperate issue to me. it doesnt deal with defense at all. it merely deals with something I swear we already have.

I don't really understand the the point in this, but it happens. Members will sometimes attach somewhat controversial items to bills that are for sure to pass. They are obviously separate issues, but Congress is no stranger to attaching things to bills that have nothing to do with the original bill.
But, it seems to me, that by bobtailing this onto this bill simply clouds the water and serves as an un-necessary hurtle.
