I'd like to know the margin of error in that study ... Anyhow, that figure doesn't represent a 29% of Iranian men, but 29% of unmarried, sexually active Iranian men. That makes a huge difference. EDIT: Using the statistic he provided for men 25-29, saying that 40-45% of them are unmarried, that would mean at most 13% and at least 12% of men between the ages of 25-29 would be engaging in homosexual anal sex, if all of them were sexually active (which is doubtful). That's very close to current estimates of ~10% of the population being gay.
Considering how association with people of the opposite sex is so discouraged, I'm not surprised that horny teenagers turn to shagging their same sex peers. Lots of people will screw anyone, if they're in the mood.
