Interesting. Could it be unreported? Not all sexual harassment or sexual violence is reported. Hate crime might be unreported if people being victimized by it feel their law enforcement doesn't care or that it's "not that big a deal" even though no one should have to go through with it.

it could be a issue of not being reported. Idaho is the blacksheep of the pacific northwest, mainly because of its recent history with white-supremecists (who hate everyone from the jewish population, to ethnic and racial minorities, and of course, LGBT people) though that is usually centered on northern idaho, away from the more metropolitian areas. idaho tends to skew extreme far right, moreso than sometime even some southern states, so it is not out of the question that authorities are getting a heck of alot more hate crimes, but they are refusing to report them as such.

We have to remeber that there are places where a criminal can be on camara shouting racist or homophobic epitats as a racial minoritiy or a gay person, killing them on camera, and the authorities will not allow it to be reported as a hate crime.
