It's usually justified by a (I think Talmudic) Midrash* that says that the flood didn't start until after men married men and women women. *Midrash: a Jewish tradition of expanding upon a biblical story to aid in understanding and interpreting it. This was really popular in the first few centuries of the Common Era, lots of rabbis did it. Some were more popular than others, and there weren't many rules on what was allowed for midrashim. For example, one midrash states that God got the Israelites to accept the covenant by holding Mount Sinai over them and threatening to drop it if they didn't agree.
