Yup. Once you've been around for at least two weeks and have posted at least 50 posts, you can apply for full membership and you'll be able to send PMs to other full members. (You can PM the staff regardless of your membership status if you need some kind of assistance or support.)
If you want to talk with another member, you can post on their walls by going to their profile and leaving a message. But remember that those messages are public and have to follow all the same rules as forums posts (i.e. no personal info). And you don't have to be a full member to leave wall messages.
