Besides the obvious (Jack and the Doctor.) what characters do you think are bi in the show? I have my list, I just want to see what characters you all think.

It's moffat who stated that River is bi even if it didn't really show. The Torchwood crew safe maybe Gwen are bi. and Shakespear flirted with both Marta and the doctor. As for Jack, he's far beyond bisexuality since he loves any kind of species and androids as well.

Yeah, but Owen only did it because he sprayed that thing that makes everyone attracted to him in a girl's face, and her boyfriend threatened him.

The Army leader in doctor who the doctor dances and the empty child the one jack flirted with and he flirted back (I WATCH EVERY SINGLE DOCTOR WHO EPISODE EVERY WEEK)
None come to mind. Most of them were straight up gay. There's Vastra and Jenny, that agent guy from the Silence episode, the two gay soldiers at Demon's Run, etc... And of course, Alonso. They don't really specify whether they're bi or gay.
Where did we see her being flexible? I mean, Cassandra was definitely so, but... what are you guys referring to? Must rewatch...
