This would probably depend on the age of the other boy and the law in your country. Sometimes even offering sex (not doing anything) can be against a law for the older one.
Yep, in California it is crime to proposition someone under 18 if you're over 18 and also sending suggestive messages I believe. You need to check the laws in your area, but if you're in the US I'm fairly confident it is considered anything that involves your genitals/anal play. Some states have Romeo and Juliet laws that make exceptions for when the older person isn't that much older. I don't know how many states have them, I just know that California doesn't.
