Yeah, it sounds like she means "That's ok with me as long as you don't cheat on me with a guy." It kinda follows the misconception that bisexuals are "greedy" and want to sex up both men and women. So, good news for you, she is ok with it. Just don't cheat on her!
Not if by "go out" you mean go on a date/have sex etc. If you want that, stay single, or find a girlfriend/boyfriend who is OK with open relationships (other bi people are usually more understanding about this).
