    This is meant to be fun, so be nice. Simply charge the person with a silly or archaic crime. Use puns if needed. It could be based on their personality, location, hobby, or something else. Just don't be mean.

    I charge EC with theft...of my time. It occupies so much of my time...

    Yours could be "I'm charging poster smith for walking cows in the middle of the road at 12 noon on a Sunday."
