Thinking about it logically, I would think three or more fish would make a school, like the saying "two's company, three's a crowd". Though if you were to see three fish, you wouldn't really call it a school.
Hmm, it's a good question. I guess it also depends on the size of the fish, cos you'll need more smaller fish to make the group seem more like a school, than a group of larger fish.

I would say that if you saw two dozen small fish in a group, it'll be safe to say a school, and about a dozen for large fish? I donno
