Not sure if it's what you were thinking of but Daria is actually the best program ever (and its a cartoon!!!!) The last two scenes of Café Disaffecto, where she reads out the anti-comunist story to the kids in the coffee shop and then her Dad reads about the teenage mob trying to burn down the russian embassy makes me laugh more than anything I can remember every time I see it.
