Right so I need help with hair, I have really short hair (about inch or two long) is there any way at all I can style it more feminine even with gel or will I just have to wait until it grows longer?

It depends how short it is, you may have to wait for it to grow out a bit, but a lot of women have shorter hair. Maybe you could try brushing your bangs off to one side, or get some hair clips or bobby pins to put in.
    Good luck.

It may help to have accessories like decorative hair clips and headbands.

From what I've seen, a lot of it has to do with how neatly it's cut. A feminine-looking cut will usually be a lot smoother and more even. Even so, it will be hard to make it look feminine until it has a little more length to it.

I guess I'll just have to wait till it grows longer, due to my current situation I sadly cannot wear any hair accessories no matter how much I want to as I cant present as female anywhere

If you can't wear hair accessories, I would just try to wear it with lots of volume. If you can, braid it at night so it's wavy in the morning. You can brush out the waves to make them looser and it will look a little more feminine.
