I am aware than Genital arousal can happen without sexual attraction, with physical stimulation, what not; but what about the opposite? Has there ever been cases where attraction towards sex has happened but for some reason could not get any arousal towards the genitals/genitalia?

Definitely. Many men don't actually have genital arousal until they have gained a large amount of sexual attraction. This becomes even more common as we get older.

Can you define what you mean by getting intimate? Like Cuddling, kissing, ect?

Yes, the above, and, for me at least, some emotional connection helps too.
