You mean you don't know if she likes you or you don't know if she likes women at all? Even someone passive can take small steps to try and get closer to someone they like. Does she show any signs of interest? I think it really comes down to how much you like the person. When you do, you'll try to find a way to show it. I'm very shy myself and not the type to make the first move, but when I liked someone, I asked her out. I probably wouldn't have. It just seemed like she was interested too, which is why I did.
