I have a friend who's looking to go begin a gender reassignment regimen, which begins, I believe with steroid injections. She's worried about the effects of the injections because she was just diagnosed as having high levels of Testosterone, naturally. She wants to begin the transition from a male to a female, but doesn't want to begin any of the treatments without knowing what she's getting into with the high levels of testosterone & the risks involved. My question is, has anyone here ever faced this issue, or known someone who knows a person who faced a similar issue who can advise me on what to tell him?

Don't do it if you don't have a doctor with you every step of the way. It's just dangerous not to. The doctor will know the risks, know how much of what thing your friend needs and how to do this all as safely and effectively as possible.

I know that when I finally start on hormone therapy as part of my transition, an endocrinologist is pretty much required to monitor my levels, since the doctor I want to do my gender reassignment surgery (Dr Brassard in Montreal), needs to now that sort of information. Likely, the doctor performing your friend's GRS will need to know her levels as well. So my advice, have her talk to an endocrinologist, that is the specialist needed to monitor things & adjust them if necessary. Also, an endo is the one who will be able to see any problems happening before they really become problems.
