Little itchy red bumps

    Every so often I get these little itchy red bumps here or there. They seem random and most of the time it's just one single bump at a time. I get them on my legs, ankles, hands, face (rarely), arms, feet, neck, and chest. They aren't that bad, or noticeable, but they itch and I'd like to know what they are. At first I though bed bugs (ew) but the bumps don happen in clusters of three or anything. And I have no other signs of bed bugs and no one else in my family is getting itchy bumps.
    I think it could be eczema of some form, since I have other symptoms too. I have itchy dry skin and sometimes have gotten bigger rashes. When my legs or arms get itchy and dry, if I scratch them too much a bunch of tiny tiny itchy bumps appear :/
    Please help if you know what these could be!
    It's driving me nuts.
