I've felt like I was asexual before. I think it was because I wasn't really attracted to guys but I felt like liking women would be to hard. I didn't have crushes on girls or find them attractive for a while, even after I started considering it. but I definitely do now. I'm not sure what changed I had my first crush on anyone that I know of when I was 19 and I almost managed to convince myself that I just thought she was really cool. When I finally admitted to myself that I liked her it was exhilarating even though I barely ever even talked to her. I wasn't thinking about what her vagina looked like. I think there's more to it than just sex.
You could have what's called a romantic orientation, where you'd like to be with someone in just a romantic capacity--as you said, cuddling and kissing, etc.--and not be interested in the sexual side of things. Or you not have come around to the idea yet, but someday you will, if you are more interested in sex. What would happen to you in your country if you did decide you are attracted to women, though?
