Im a guy and I have a sorta some feelings for a close guy friend i fantasize about us kissing and cuddling and doing romantic things and I really like the idea of that but i can't picture us ever having sex. What does this mean?
You answered yourself in the title. It means you're romantically attracted to him. Romantic attraction doesn't always get paired up with sexual attraction. In fact, asexual people are pretty much one solid example of this. They don't experience sexual attraction, but many of them experience romantic attraction all the time. So you just want to be in a relationship with him - just not a sexual one. And that's perfectly fine.
