Do you mean something like Europa Universalis or Civilization? Those would be the first to come to mind for me.
I've been looking for something similar to what you're describing too. eRepublik could be worth trying. It's like NS in that it is highly social and it's not completely about war. Or Tropico is a series of nation sim games with more emphasis on city building if you're into that.
Europa Universalis and Civilization have my seal of approval. Both are malleable enough that if you play your cards right you can play entire games without ever going to war.
hmm I guess ill have to try out Europa Universalis have never really heard of it ! I have tried Erebulik but cant really get into it.
I play Civ so passively, I will go hundreds of turns with no wars and I'm ITCHING to put my swollen military to use.
Whereas I'm the sort of person who plows the sum total of not a lot into my military and tries to crush everyone with culture, diplomacy, economic might and skulduggery.
Yeah I'm so bad at war in Civ. I always tell myself 'well I can strengthen my position by going crazy on culture and science whilst minimising military and there's absolutely no downside as long as no-one attacks me'. So naturally, everybody attacks me.
