If you want to make a new thread, you go to the respective catergory, so for a welcome thread you would go to welcome, introductions and congratulations and then below the page heading but above all of the headings on the left hand side there is a new thread button, click that and away you go.
@Philvanuirle Theres a button, with "New Thread" on it, that's how you make a thread. Ill show you a picture, but imageshak isn't working... So you don't know any Chinese? o_o Lol @Everyone else, Thanks!
